I have uploaded a new update file that is current up to and including the release of Pearl Jam's Ten album. This file has accurate cutoffs for all songs to this point.
I have not included the live tracks available through pre-ordering the Ten re-issue at Best Buy. The word is that these songs will be made available for purchase via normal channels, so I will wait until that happens to include these songs in the program.

Minor update to software and new update file
I have uploaded a new version of the 0.8b executable and full install. This includes a minor tweak to allow people to re-size the Visual Star List to show more items on screen at once. It is not recommended that you attempt to resize the screen horizontally, because there will just be dead space (I haven't yet figured out how to account for this.) It should still functionally work, though.
I also made a tweak to the way the program internally handles songs without vocal parts. The hope is that the user will see no difference in this respect from before. Let me know if there are any issues with it.
I have also uploaded a new update file that brings the entire song list up to date, with accurate cutoffs up to and including Texas Flood.
The links in the post below are still valid. Enjoy!

Version 0.8 Beta Released and New Update File Posted
I have uploaded version 0.8b of the Rock Band Tracker executable at the link below. The most noteworthy change is that users can now individually delete Rock Band 1 songs from their collection (essentially, RB1 songs are now treated as regular DLC.) The checkbox indicating the state of "Rock Band 1 ownership" has been replaced with a button that will alternate between Add Rock Band 1 songs (which will place all of the Rock Band 1 songs in your collection) and Remove Rock Band 1 songs (which will remove all Rock Band 1 songs from your collection.) They then can be added or deleted from the collection in the same fashion as any other DLC.
Please note that this archive contains only the executable, so if you are using the program for the first time, you should download the 0.8 full install archive also posted below.
I have also posted a new update file which is current up through the Texas Flood album release. Unfortunately, these songs, as well as the Jimmy Eat World and Alt Country packs from the previous weeks, do not yet have cutoff information. I will upload a new update file as soon as this data is available.
